ATM Reduction Charges; How implementable?

ATM charges has been slashed from 65 naira to 35 naira.

This suppose to be a good news, but how implementable is the policy?

There is a policy that after three withdrawal a customer is charged 65 naira, but that is not the case.

For every withdrawal, customers pay 65 naira.

Policies must be implementable and enforced.
